Sign into portal.azure.com
Enable PIM (Privileged Identity Management | Use Administrator Account)
Enable SharePoint Administrator
Sign into admin.microsoft.com >Select 'Sharepoint Admin'
Select 'More Features' > Select 'Open' under "User Profiles"
Select 'Manage User Profiles'
Run search for desired User Profile
Example: Search Vivian
Left Click the Account name > Manage Site Collection Owners
Under "Site Collection Administrator" > Add the name of the account you wish to provide account access too (One Drive Specific)
Select open Book Icon (Browse) > Search the User profile that requires access > Hit Ok
After you had finished allowing the user permission to the individuals One Drive.
Go back to admin.microsoft.com
Search the User Profile that you need One Drive access too > One Drive > Create Link to Files
Provide the follow link to the user who needs access to the individuals One Drive.
